Lower Fps and fps fluctuation

My system config are
Intel 6700k skylake
MSI z170 gaming M5
MSI geforce 980ti 6G
BenQ XL2420G
H100i liquid cooling.

I get about 200 -300 fps in csgo in 1280×960 resolution and everything in low quality and high performance.
Ideally I suppose to get 450+ fps even in 4k settings.

I have appropriate settings in nvidia control panel and updated drivers and utilities .

Even OC doesn't seem improvement , my fps goes high but it's comes as low as 190fps.( high fps fluctuation).
Please help.

usually you'd lock your fps to 150 in csgo or to whatever max your display can display

there's no need for 450+ fps in any kind of situation as it simply doesn't make a difference if you're not playing on a 450Hz display
for csgo you usually want your fps to be twice the Hz of your display and at least as high as the server's tick rate

concerning 450 fps - I think there's no CPU on this planet right now that can give you 450+ fps on 4k settings in csgo right now

Technically you are right and I m facing this problem since 6 - 7 months , I tried convince my self by telling there is no requirement of such high fps.

But as a player , I have experience of more than 1800+ hours. I can tell there is a difference in getting 110-150fps and getting at least 350 fps constant (no fps drop below 320 ).
I have played in HD resolution with lower settings in laptop with 740m nvidia card and get 130 fps on average.
I did not want 450 + fps on 4k settings , at least you can give me with 350 fps constant in 640×800 resolution with lower settings which I not able to get.

well as someone with around 1600+h in css, csgo & 1.6 who recently upgraded, I can't really tell the difference between getting 85fps (60Hz, 64tick) and now 300+fps (60Hz, 64tick)

" 350 fps constant in 640×800 " should be done by basically any i5 or above, probably even an i3-6300

Sorry I by mistaken voted.
Well I played on benq XL2420G monitor it is 144hz.

Actually I m trying to say that I'm not getting consistent fps.
I able to get as high as 600fps peak on private server.
But on valve server my fps drops and not consistent.

I am in requirement is fps should not drop below 350 fps on 1280×960 with all low settings.
Which I m not able to get.
My fps sometimes drop like 190 fps.
It's average in gunfight is 220 fps .
This is my main concern..
