New High End PC can't play games at max graphics.

As the title says I've got a new high end PC but I get a FPS drops if I set everything to max. Only by lowering ambient occlusion and antis-tropic filtering I get a boost in performance. My specs are: Windows 10, NVIDIA GeForce gtx 960, Intel i7 3 4ghz and 16 GB RAM. I think it should at least play games like AC IV Black Flag on max settings with no problem. I have to lower the above mentioned settings but it doesn't look as good. All my drivers are up to date and I've already tweaked the Nvidia control panel settings for maximum performance. Any tips?

Update 19/09/16: In light of learning that my graphics card isn't as good as I thought, would you recommend I buy another one of the same kind (must it be of the same kind) or a completely newer model. And if yes on the new graphics card, which model do you recommend?

As stated 960 is capable but not high end. Not surprised you have to turn settings down. Video card is essential to good performance in video games. If it was marketed as high end you fell for it.

It's intel core i7 4790K @ 4.00 GHz (8 CPUs)

No problem with that cpu. Better graphics card = better graphics. although new games continually try to push the limits. You don't always need the latest and greatest but midrange is still midrange and if you want everything to be cranked to the max then you need appropriate hardware.
 


GTX 1060 is a good upgrade over the 960, if you want to maintain higher FPS for longer, then the 1070.
