Low GPU usage when gaming on GTX 970

I'm getting really bad FPS on games such as GTA V and Just Cause 3. I notice that when playing, my GPU usage in usually 0% with a temp of 31˚C and my CPU usage is around 20% with a temp of 30˚C as well. But, I can play Grid Autosport 2 on the highest settings with at least 90fps and no stutters at all, which makes me think it's not a hardware problem. I also get a really good result on Heaven Benchmark (ultra settings) with no lag at all.

My specs are:
CPU - Intel Core i7 6700
Motherboard - Asus z170m-plus
GPU - MSI GTX 970 4G Gaming
PSU - Corsair CX750M
RAM - 2xCorsair Vengeance 8gb
NZXT Kraken x61 Water cooling.

Just Cause 3 is on an SSD if it makes a difference.
My driver version is 362.00 and I'm running Windows 10.

Solution
Seems like something is possibly taking focus away from the game. Make sure drivers are updated, games are updated, and close all background processes. If that doesnt help let me know.

Oh man.. thank you so much! I can't believe it was this simple. I updated my driver, updated the game, closed all background processes and boom, my game is extremely smooth, no stutters or lag at all. All I can say is thank you!
