Dell Laptop Won't Connect to New Internet via Ethernet

I just moved into a new apartment with a roommate who already has a modem with internet connected to their desktop. I had been using wifi and ethernet at my old place on my current laptop. I'm trying to get my laptop working with this new setup but it keeps saying No Internet and No network access.

I'm using:
Windows 10 Home
Processor AMD A6-6310 APU with AMD Radeon R4 Graphics 1.80 GHz
Dell Laptop
8.00 GB of RAM
64 bit OS x64-based processor

SURFboard Modem 200 Series
Model SB6121
Motorola Arris

Do I need to give anymore information? I think it's definitely something I need to do through my laptop. Please help me.

We've tried this. I've tried his ethernet cable and a different one and while they work for him to connect to the internet, they don't work for my laptop. Same with the different ports. So the ethernet cables and ports work for him but not me.

Sorry if I confused you, I did do that. The screens were supposed to show that, but I guess it made it look like I didn't do it all the way.
 
Press Win+X, a menu should show up where the start menu usually is, select Command Prompt (Admin) and type in "netsh int ipv4 install" without quotes and press Enter. Restart your computer using the restart function, then shut down the whole way, wait a moment and turn it back on again. After that, try connecting to the internet again.

Welp, we were finally able to get in contact with the company for the device and they said that it simply needs a router to function as we assumed. Sorry for the trouble and thanks for the help everyone!
