[Need Help] Packet loss, Choke, and Ping spikes on CSGO after the last update.

After CSGOs last update i've been experiencing random times where I get between 1-4% packet loss, 1-5% choke, and at times, even close eastern servers where i'm located are giving me 100-200ms ping! I've been playing for a couple years and have never had a problem with CSGO up to this point. My connection is fine with all of my other games with Siege, Overwatch, BF4, ect. When the packet loss, choke, or ping spikes occur it completely ruins the game and makes it unplayable, here I am trying to help my team in Cevo and Faceit yet have 100+ms ping and lagging all to hell every game. As I said this has happened since the update and i've tried about everything I can think of to troubleshoot it. I'm using a wired connection and i'm 100% sure that nobody is downloading anything that would cause bandwidth restrictions. I've done quite a lot of searching for a fix and so far nothing i've found has been helpful. If anyone's network savvy or has had this issue then i'd greatly appreciate some help. Thanks.

2 EVGA GTX 970s
G.Skill TridentZ 16Gb @3200Mhz

Fixes i've tried:
~Restarting my PC and modem
~Running a speedtest (20mbps download and 1.8mbps upload, best I can get in my area)
~Verifying the game files (13 files were missing after the update...)
~Uninstalling and redownloading CSGO
~Changing rates
~Playing different server like Cevo and Faceit

UPDATE: When I host a private game off of my own connection everybody that joins me has over 100ms ping even when they're close by. This isn't happening with any other game and the ports for CSGO are open so i'm honestly very confused as to why my internet connection is acting up in only 1 game.
 
Things to check are, any windows based software firewall running, and the security level it is set to or if csgo is allowed to pass through it.

Also the hardware firewall settings of your router, and what level of setting it is set to, if set to high, set to medium.
Also check for anything enabled in the router such as flood protection mode, disable the check or feature.
Check for any changes to the port ranges the game uses, and make sure you set up port forwarding for the game in the router, with the required port numbers that need to be set to open.

It is a bad idea to have a software firewall of an os running the same time as a HW based fire wall of a router, if both are set to a high security setting you can experience packet loss, higher pings due to a conflict between the software firewall and the hardware one.

Only have one running at a time either the SW firewall or the HW firewall of the router.

Fist off thanks for replying, windows defender is turned off, i'm using Kaspersky as my antivirus and have never had a problem with it blocking access to any games. My router is a router / modem combo from AT&T so i'm not too sure on how I should have it configured for gaming as the menus aren't as straightforward as gaming oriented routers.
