Computer stays in BIOS

When I turn on my computer, it goes straight to bios, when I save and quit, it restarts and goes to bios again. I've bought a new motherboard (Asus B150I Pro Gaming/Wifi/Aura M-ITX Motherboard). i've tried updating my bios via USB but I can't find the file in my bios and my cd doesn't work. Internet is offline is well.

**UPDATE**

When I turn on my computer and leave it, it take me to startup repair and says I have windows files missing or are corrupted. The startup repair itself doesn't work. When I exit it just restarts and brings me to bios.

I can't install any driver, when I put my cd in my optical driver, it doesn't run. I've tried using a usb is well but it freezes when I try and use it. If I don't go to bios it takes me to startup repair and that doesn't really help. My old motherboard drivers are installed is well.

I use my hard drive as my main boot device, I've tried moving them around but it all goes to bios
