I have 32GB drr3 ram (4x8) and i might give my friend 16GB of it. and I was thinking would I be able to get different ram in addition to my 2x8. My ram right now is 1666MHz and I want to get 2x8 2400MHz

Making your 1666MHz with new 2400MHz is not a good idea. You should ideally match up identical RAM modules or incompatibility can make the computer run worse than reducing it to a few GBs. Otherwise it's not a bad idea to use only the two 8GB x2 2400MHz modules (providing your system can run it at 2400MHz)... 16GB will be more than enough for some years to come.

Yes it is possible but buying 2400Mhz RAM to run it at 1666MHz is unwise, and a waste of money if 16GB is already more than enough... replacing the 16GB 1666MHz RAM with 16GB of 2400MHz is quite a different story. And you could sell the 1666Mhz ram or save it for a backup build.
