Best Gaming/Streaming PC Build for $1,500(CAD)

My Canadian friend currently Twitch streams off her roommate's old PC with OBS software. But she now wants a PC of her own.

Budget: $1,500 Canadian.
Requirements: [strike]Windows 10 Home /[/strike] Intel i7 processor (she believes that she'll need i7 performance for both gaming & twitch streaming simultaneously.
Place of purchase (optional): She believes NCIX (Canada) offers the best deals in her country. Since I am from the US, I honestly have no idea if she's correct on that point.

FYI: I'm trying to convince her to increase her budget. Please feel free to include a second, higher priced build. Seeing what an increased budget can purchase might convince her to spend more, I hope. Thank you in advance for all your input.

+CTurbo Good question and I'm honestly not sure. The monitor isn't part of the budget, but I presume that she has 1080p @ 60 Hz. Knowing her, she'll probably upgrade to 144 Hz before end of year. Nice build by the way. Thanks. I'm eager to see what others come up with as well.

Addendum: I decided to remove the windows license from the budget, to allow extra cushion for the build components. I'm sure she'll have a friend that can transfer a license to her.
