Can't control fan speeds through hub

I just built a new custom water cooled rig and I have 6 pwm fans hooked up to a SilverStone PWM Fan Hub. I have the cable coming from the hub going into the cpu fan header. In the BIOS it reads the rpm of the fans just fine(at max speed and very loud) although when I try to adjust what mode cpu fan is on to silent in the BIOS it doesn't do anything, they just stay at full speed, why is this? My motherboard is the Gigabyte GA-Z170X-UD5 TH.

My cpu temp is 30 degrees C, all of the fans are running at full power but I want to decrease them. How do I update the BIOS from inside the BIOS?

Ok I updated the bios to the latest version but the fans still don't change speed for some reason.
