I have fallout 4. Been having a few crashes. I contacted bethesda for this issue but the response was limited. First they said my graphics card "doesnt meet minimum requirement." I am told other wise that NVIDIA GeForce GTX 960 surpasses the minimum requirements for the game. I told them this and now they say my system dosent have enough dedicated memory. And "Once you ran out of memory.Your graphics card wasn't able to render the extra features.", They said.

The system requirements for Fallout 4 on PC are as follows:
Minimum:

Operating system: Windows 7/8/10 (64-bit OS required)
Processor: Intel Core i5-2300 2.8GHz / AMD Phenom II X4 945 3.0GHz or equivalent
Memory: 8 GB RAM
Hard disk space: 30 GB free HDD space
Video: NVIDIA GTX 550 Ti 2GB / AMD Radeon HD 7870 2GB or equivalent

Dxdiag: Operating System: Windows 7 Home Premium 64-bit (6.1, Build 7601) Service Pack 1 (7601.win7sp1_ldr.160902-0600)
Language: English (Regional Setting: English)
System Manufacturer: MSI
System Model: MS-7641
BIOS: Default System BIOS
Processor: AMD Athlon(tm) II X4 650 Processor (4 CPUs), ~3.2GHz
Memory: 8192MB RAM
Available OS Memory: 8192MB RAM
Page File: 3386MB used, 12994MB available
Windows Dir: C:\Windows
DirectX Version: DirectX 11
---------------
Display Devices
---------------
Card name: NVIDIA GeForce GTX 960
Manufacturer: NVIDIA
Chip type: GeForce GTX 960
DAC type: Integrated RAMDAC
Device Key: Enum\PCI\VEN_10DE&DEV_1401&SUBSYS_36901458&REV_A1
Display Memory: 4095 MB
Dedicated Memory: 1969 MB
Shared Memory: 2126 MB
Current Mode: 1280 x 720 (32 bit) (60Hz)
Monitor Name: Generic PnP Monitor
Monitor Model: ZORAN
Monitor Id: ZRN02E9
Native Mode: 1280 x 720(p) (60.000Hz)

So my question is what do I do? Do I buy more ram? What kinda ram? Do I need a new mother board? ...where do i get this "dedicated memory" I need?

My graphics card is uptodate on drivers. I use the nvidia geforce experience program and it optimizes my games as well as updates the drivers. 1280x720 is my resolution? Thats what my screen is... but when i just now looked at what the game was set at it was a bit higher in numbers... I think i had to change that before at one point.

You have a Athlon II X4 650 Processor right.

My first computer in 2014 had a Athlon x4 750K and it was bottlenecking my Sapphire R9 270 and it was struggling in numerous games because of it.

In 2015 I rebuild my pc with a Asrock 1150 board, i7 4790K, GTX 970 and 16GB RAM.

I have no issues now with any game.

-Your CPU is two weak for Fallout 4
-GPU is probably bottlenecking

I'm not sure how to do that. I started the game and then got Task Manager thru ctrl alt delete system idle process
is 97-95 every thing else is 0... a few 1-3.

Do you think I could just get a recent Athlon and replace it? Or do i need a whole new mother boar?

The best you can get would be this:
http://www.tomshardware.co.uk/answers/id-1744056/am2-cpu.html
AM3+ CPU's are rather old now and struggle in a lot of games even thou they have a high core count. They have old architecture, newer games are made with newer tech in mind.

For example a 8 core FX CPU with a GTX 970 would only be able to get 35-50fps on high-ultra while a Haswell Devils canyon or Skylake i7 can easily keep up.

With AMD the highest GPU I could see it using would be the RX 480 or GTX 1060.

Is the gpu the graphics card? I am not looken to upgrade that. Every one says its my cpu so i am tryen to figure out what my mother borad can handle. https://www.msi.com/Motherboard/support/760GM-P23-FX.html#support-test This is so frustrating. I'm almost cringeing all over like i've got to cut open a human to do surgry. I have no clue as to what half this stuff is called. You or some one else my have already given me the answer.

Guys, this is NOT a CPU or GPU issue. Both will meet the games needs. This is more likely a software/config issue as currently stated. The OP does not need to replace any hardware to get the game to run, based on the facts given.

Does this system have trouble with any other higher end games? Also, have you tested your memory with an application like memtest?

What is the make/model of the system's power supply (PSU)? What are your CPU and GPU operating temperatures at idle and under load?

Only thing i notice with most of my games is that after exiting the games and going back to desktop that windows wants to change colors.I tested my mem with windows and nothing was found. I then figured out memtest86 and it also found no errors.

I think this site shows my power supply: http://www.thermaltakeusa.com/products-model.aspx?id=C_00001967
And cpu is 96f system is at 89f at idle. I dont know how to get the gpu temp. And the cpu under load is 140f but i'ma keep an eye on it a little more.

Your CPU is likely throttling at 140F (~60c), but that shouldn't cause the issues with the game. Your PSU should be sufficient, wattage-wise.

The changing colors issue you describe indicates an issue with the GPU. Could be hardware, could be software. You aren't trying to overclock anything are you (CPU, GPU, or memory)?

No sir. No over clocken for me. I have tho just found some difference in some numbers that i think should be the same.
When I go to screen resolution and in advanced settings i see: My totall avalable graphics memory at 5887mb
dedicated mem 2048mb
shared system mem3839mb
system video mem 0
Which is diffrent from the Dxdiag I posted... what would cause this?
