Weird 3D Game Flickering Problem

Hello Guys,
I have a problem;
In 3D Games, narrow light areas (for example, sides of windows etc.) are flickering/moving when I move which tire my eyes. It happens in especially horizantal and vertical. I experienced this problem in Skyrim and Assassin's Creed Syndicate. I don't think it's related to my build (I'm not sure though) because I recently bought new GPU, CPU, mainboard, RAM. I think's it might be related to my HDMI cable or my monitor?
My build is:
Intel i5 6500 3.2 MHz
Asus Strix Gaming 4GB 256Bit
MSi B150 Mainboard
Kingston 8GB Single Module DDR4 2133 MHz
PHILIPS 227ELH (Not sure about the model) LED Monitor
Here's an example of the problem:

You can see clearly these lines are not normal, and it moves when I move my character as well.
What may be the problem?

Sorry I forgot to write my GPU is R7 370 and up to date.
As you mentioned, I've updated my BIOS via DOS and I can see performance increase but seems like the problem is still persistent.
Any other advices?
 
The Philips monitor firmware is up to date?

try decreasing shadow detail and try again, play a bit with the graphics settings of the games

does your monitor even support 3d?

resolution is set to 1920x1080?

run 3dmark and post the link of the result which comes up at the end in your bowser

Yes it's updated.
Tried, no luck.
How can I understand if my monitor supports 3D?
Yes it is.
I can't affor 3DMark, is there any other benchmarks that I can run for free?

No I'm sure it's not screen tearing because it's still there whether I activate vsync or not. I believe it's related to my monitor or HDMI cable? Is there a such problem with cable or monitor?

Okay I'm downloading 3DMark at the moment.
I can't see Raptr in Programs List.
I also noticed in AMD Radeon settings, my BIOS model is showed as 2015 version altough I've updated this to 2016 version and I can see the correct version in BIOS. Is that a problem?

I don't know how to do that. Are GPU BIOS and Motherboard BIOS separate? I didn't even know that, sorry.
My BIOS Version and Date is : American Megatrends Inc. 3.AO, 27.07.2016
Motherboard : MSi B150 Pro-VDH (MS-7982)
In GPU-Z BIOS version is shown as 015.048.000.057.000000
I've just run 3DMark but for some reason it gives me "Problem receiving your result, Error Code : 13; Problem ID: 52608832" error, I saved the result, I can uplaod it to google drive if you want. But I have to say that in CPU test I got 0-4 fps (screen was too blurry) and I was like WTF!?
OK that CPU thing is normal I googled it LOL

Yes I took that from MSi website and it's 3.AO version.
Oh okay I'm downloading that.
