Moved computer to new place - strange video playback issues, slowed, pitched down audio, choppy.. Power issue? reseat GPU?

r9 380, fx 8320- moved to new home, hooked up my computer and now the video output (youtube, streaming services) is extremely choppy, and slowed down. It almost has a creepy demonic sound and cadence.

Never encountered this problem before, and dont even really know how to describe it.

computer boots as normal, and is snappy with applications etc. But when I play a video, it crawls and stutters and the audio has this strange deep pitch.

Things that have changed since last operation at old house: New power- could dirty power or ungrounded outlets cause this?

GPU josled during move- would it still operate but have these issues?

the josled gpu wouldnt explain the sound stuttering aswell. Hmmm, maybe your outlet doesnt provide enough power? Or maybe during the move a fun broke off and everything is overheating (since it's an amd based build, happened to me and it turned off on its own every 15 or so minutes)
