Laptop wont work out of safe mode

When I try to normally boot my Windows 7 laptop, it just goes past the windows loading screen to a no input screen (on the monitor i'm using, since the laptop display isn't working, but I don't think its from the same issue.) It works fine in safe mode. I also tried a Ubuntu live CD and after the Ubuntu loading screen it went to a colored TV static screen like this one : http://i.stack.imgur.com/9QjJ8.jpg
Is this definetely a graphic card problem or could it be something else.

@nicholasporison, Actually I tried booting Ubuntu (Linux distribution) from a USB, and that didn't work as well, o it could not be a virus on my hard-drive. I found a work around by disabling the dedicated graphic card from Device Manager and now the laptop works fine using just the integrated graphics card of the i5 processor. I think the dedicated graphic card is physically damaged from maybe overheating or something. I tried applying new thermal paste but still same. I think it has been fried because it used to get very hot and shutdown from the heat.
