N*1: I want to buy a new motherboard+cpu for my pc, but i will keep my ssd with windows 10 installed. Q: Would there be any problem with the OS?
N*2: Also, I want to give my old motherboard+cpu to my father, (again), any kind of problem with OS?

Microsoft have been very good at making sure their OS's adapt to new hardware, as long as it's another Intel CPU it will be fine.

If you want a new CPU/Mobo, tell me your budget, and what you will be using your PC for.

Motherboard- ASUS Pro Gaming Z170
CPU: Intel Core i5-6600k

I don't know what Intel 1551 is but this is Skylake I've picked out for you.

The OS license is tied to the motherboard so unless you have a retail version of windows you're probably going to have to get a new copy.
