memory problems Asus motherboard

ok il try keep this short maybe someone has ran into this issue on theres,

ive got Asus M5A78L-Usb3 motherboard
2x 4GB ddr3 -9-9-9-24
ATI HD 6800
cpu AMD FX-8150 8 core
os=windows 10 pro 64 bit

my problem im having is for some reason now and then it boots up and it saying it sees 8GB memory however only (3.98gb) is usable ?
some ways i solved this last time what swapping memory over into different slots ,
but after a couple of weeks poped up again,
another time it just went by itself and said i have full 8gb

windows sees the full 8GB but is not using it once again,

ive reset bios
updated bios in past version 2101, 2014
run memory diagnostics that seems fine,
ive tried different o/s inc windows 7 and 8 and all seems the same all 64 bit versions,
ive tried removing the memory slots one by one and they both work fine by them self's or together matched

maybe im missing something here normally you would expect to see this message on a 32 bit o/s
but not on a 64 bit
now im starting to think maybe the motherboard is on its way out,

any information or pointers i could try as a fix would be greatfull kind of run out of options

This pops up often with 3rd party CPU coolers and users over tightening them down. Often too much in a corner or side which can throw the CPU out of level and hamper full contact of all the pins, can try loosening and take it down screw tight which is all that's needed

Hi there thanks for the reply, thats one thing i haven't done as of yet i run a corsair water cooling so i can defo have a look at that see if its on to tight, thanks for that will see if it works,

hi there today ive tried to slacken of the screws had a play with the block but no difference
ive reset the bios again no change
swapped over memory slots no joy
its a strange one as it sees 8gb in windows only 3.98 usable
in bios it only sees 4gb also at the min, however sometimes it will see 8gb
ive just poped the battery ect and still no joy
my power supply is a corsair TX650 this seems to be fine
but it seems very odd indeed,

hi there ive taken the corsair cpu block off completely and removed the cpu checked all pins and all of them are align can not see no bent pins or dirt ect on them, i screwed back on the cpu block tested and still the same ,

my memory im running is 2x4gb sticks of corsair vengence ,

i am realy baffled just ran another memory dignostic test no errors, bios only sees 4gb memory however windows sees 8gb but 3.98 useable ? normaly you would think bios would see 8gb

any other ideas or tests i could try

yea i thought it could be the motherboard at first playing up,
my son has the same mobo in his running a quad core setup
i might borrow his and test my memory and cpu i his ,
hopfuly might find the fault

ive also tested msconfig =to use max memory and selective mode and normal startup all with no change ,
one day in the next few days i bet it will run all 8gb again be fine for a week ,then it will go again back to 3.98gb useable
the motherboard is capable of running this memory and the 8 core cpu, ok its an entry level board didn't expect much but would have thought it lasted longer lol

just an update even tho the memory diagnostic didn't find errors
it was one of my 4gb sticks,
i replaced the 4gb with another 2x4gb sticks and works like a charm,
however looking closer at the faulty memory the heatsink around it has a dent in it and im wondering putting it so close to the water bock on the cpu has caused this maybe pushed the heat sink onto one of the chips itself on the memory stick causing it to become faulty misreading,
