i7 6700k with rx 480 or 4790 (non-k) with gtx 1070?

Option 1: i7 6700k with rx 480 or
4790 (non-k) with gtx 1070?

what are your suggestions guys?
I only have 1080p 60hz monitor and don't want to upgrade my monitor, for me 1080p 60hz is perfect for gaming (well at least for me I think)

I consider 1070 for future proof but I'm afraid that Volta might come sooner (rumored to be 2017)
and also the PCI-e 4.0 which is also rumored to be in 2017

can you convince me guys what should i get?

The RX-480 is going to do better in DX12, but even if gained 10% or more (relatively) the GTX1070 is way ahead. It's over 50% faster in many titles.

1) The better Skylake CPU is not goingo make a huge difference since it's mostly a GPU bottleneck you are dealing with

2) PCIe 4.0 is not important. We can't even max out PCIe v3 yet with a Titan X Pascal card.

3) Volta?
Just buy a system and enjoy it. I'm still on a GTX680 GPU and have a really great experience. There's always something new coming around the corner.

A GTX1070 is not overkill at 1080p. Newer games are coming, but there are several games now you can't maintain 60FPS.

at 1080p 60Hz, a 480 is plenty of power, a 1070 would be held back like crazy, also a good CPU like the 6700K will last for quite a long time. if you only plan to game, have you considered an i5 6600k? it is going to perform the same as the 6700K in gaming, and is around $100 less.

Don't forget the AVERAGE isn't what you look at to determine "overkill". Roughly speaking ( it varies by game) I say about 90FPS is an average that probably won't see many drops below 60FPS.

(There is also a lot of confusion because when you see "60FPS" reported it may not truly be 60FPS on the screen. A lot of steps happen from when FRAPS records a frame to when you see when and it's common to see the frame recorded, but never drawn. That's a main reason why a high FPS may not feel smooth.)
 
Solution
There are a couple things. First, whether PCIe 4 comes out in 2017 or not, the motherboard you will be getting now will not support it. I doubt Volta will come out anytime soon as nVidia will want to a decent run of the current generation to turn a profit on it. I'd guess Volta comes Q4 2017 at the earliest.

As for the current CPU/GPU selection...If you are thinking about "future-proofing" (which can't really be done), but you will likely keep the CPU longer than the GPU. That being said, if you plan to upgrade for PCIe-4 when it comes out, then get the 6700k/480, and you can just upgrade the motherboard and GPU. With how the CPU performance has been increasing and programs getting better threading, the 6700k should hold up longer as you will be on DDR4 and being OC-able. With the 4790, you would need motherboard, RAM, and GPU again.

If you are just noting PCIe 4 and not planning to get it when it comes out, the 4790/1070 is the way to go.
 
Not to say the 480 doesn't do ok in a lot of games at 1080p 60fps, but there are some where it struggles a bit. Anno 2205 shows 33fps on the 480 vs 59fps on the 1070. Ac syndicate bench'd around 43fps on the 480 vs 73fps on the 1070. Crysis 3 gets 43fps on the 480 and 69fps on the 1070. Witcher 3 was reaching 54fps on the 480 vs 81fps on the 1070. Then there are others like call of duty, gtav, rainbow six siege and others that handle 60fps+ fine on 1080.

Games are all different and what's out now doesn't say what's out tomorrow or in the next year or two. If the 480 is struggling with some now what will happen then? Far more likely to need an upgrade in a couple years than the 4790/1070 in my opinion. Especially if the 1070 is within budget I see no reason not to go with it.
