My GPU is underclocking for no reason.

hey guys, i have a problem what is pissing me off, i have problem with my GPU, it is underclocking for no reason to 405MHz same with the memory on the GPU (what Afterburner tells me) it mostly happens when i minimized the game few times, in metal gear solid 5, when i first time start the game, i have 120fps(locked) i minimize the game, i have 100fps, i do it again, 80fps, and again and again, till it goes under 40fps, unplayble. sometimes i dont even do that, i come home from work, start PC, watch youtube and do random stuff for few hours, then i start game, and my GPU is underclocked for no reason, and fps 30, my PC is i7-4790K with 16GB ram, and GTX980Ti, and i even tryed to OC it while it is already underclocked, i moved the sliders in afterburner and the MHz did not change at all after hiting apply, the only way i can fix it, is restarting my PC, what is really annoying.
 
Are you overclocking or is this a factory overclocked card?

Any time the driver detects an error it will automatically down clock the card. As you know , the only fix is a windows reboot.
Many games do not like to be ALT-Tabbed to minimize them and it can cause an error, which will cause the driver to downclock the card.
405 is the minimum 3d speed of the card and the driver will downclock the card in set performance modes contained in the video cards bios.

Everything is stock, i didnt OC anything, the only thing im using is the Gaming app from MSI, what has OC, Gaming and SIlent mode, it doest will all of them,

i tryed to reinstall the driver, it's still the same, also here is log from system log, also my gpu settings are all on default, no OC

1) I would run Memtest86 for a full pass to see if any system memory errors are occurring.

Data corruption could cause crashing. It may not be the problem.

2) How long has your system been working without this issue?

3) Did you change anything significant prior to the issue? (Hardware or software)

4) Try downclocking both the GPU and VRAM to 90% of the default.
A physical failure on the graphics card may be forcing it to downclock.

If the downclock works then you can either:
a) increase until you stop crashing (i.e. put VRAM back to normal first and if it still works just deal with the GPU frequency. maybe 95% GPU frequency would work fine), or
b) attempt to RMA the card if the Warranty still applies

1) i will do it

2) i actually dont know, i just found out it by accident, when i was talking with my friend about iddle temps, and he said his GTX980Ti iddle temps are 35c and my 50c, so i looked at afterburner and realised, my GPU is not underclocking to iddle MHz, what is 135MHz, so yes, i had the drivers crashing for longer time, i wasnt paying attention to it really, so after i found out this, i reinstalled drivers and it was fine, it was underclocking to iddle, so i was watching the clocksmore after that and realized my clocks are going down during gaming(because of the crashes) and yes, sometimes it gets stuck to full clock(after restart PC), so again it is not underclocking to iddle clocks. reinstall of the drivers works

3) uhh no, i didnt, i just have PSU what i did buy at first, but im thinking about replacing it since it's the loudest thing in my PC, it's Hyper S 700

4,a) i dont know how to underclock GPU
b)i dont have warranty anymore
