Pc wont boot... sometimes

Hello everyone.
Having an issue with my pc. Built 2 years ago. Asus h87m plus micro atx motherboard with i5 4670k. 8bg ram, windows 7. Gpu is a 970gtx. Psu is cougar cmx700 700w. Cpu watercooler, windows on ssd. 1tb harddrive

Lately it wont turn on unless i switch off psu for 10 mins then switch back on, then press the start button. Sometimes ill have to repeat that step a few times untill it eventually turns on. This happens after its been off for a short to long period of time. (Can be 2 days, can be 2 mins)
If its on and i restart it, it always reboots 100% of the time. So im sure its not a heating problem. (Also have a cpu watercooler and plenty of fans)
To add to this everytime it does eventually turn on it always boots into bios, then i have to select the hard drive to boot from.
Also everytime it does eventually turn on the time and date is ALWAYS wrong and i have replaced the motherboard battery 4 times but this still happens.
Also if i leave the psu switch on overnight it will turn its self on during the night at what time i dont know.
I have tested the psu by connecting the green and black wire to turn on the psu fan and i can do this anytime even if the computer wont start.
Also i have checked every connection and all seen to contact well.
Have also ruled out the case power button by connecting the terminals manually with no responce.
Also i have tryed booting without hard drives, ram, (also switched ram terminals) gpu. So i think that would rule out everything but the motherboard, cpu and psu.
I have visually checked the motherboard for abnormal looking capacitors and found nothing
I would just like to know what components to replace as i am guessing this is unfixable. Also note that my windows 7 is not genuine. But i am planning to change that soon

1| Have you made sure your motherboard BIOS is up to date?
2| While breadboarded, does the system power up?
3| Have you made sure that there aren't any wires that may be interfering or causing a short? It's possible that a wire is making the bare steel and the solder point of your motherboard's underside contact each other.
4| Per the point about the paperclip test on your PSU, it doesn't indicate what form of power it's capable of outputting. To which it leads me ti think your PSU is failing. Please try and borrow a reliable, branded unit(of more than enough power for you system) from your friend or neighbor and see if the system powers up when breadboarded. If so then the issue with your unit is confirmed.
