I think my motherboard is dead?

So, this one really weird thing happened today while i was using my computer, I was watching some videos online while all of the sudden my pc just shut down and went black, all I could hear was crackling from my headphones and I could feel some static coming from them. After that, it wouldn't start up, it wouldn't do anything, just all black. I tried the paper clip test with my psu and it's working, I checked the standoffs, and checked for shorts, nothing. I think it's the mobo cause if it were something else it would at least light up, right? Is there anything I can do before sending it back to warranty?

I should also note that I under volted my rx480 3 days prior to this and had an oc to 4.20 ghz on my cpu.

I have a cs650m, built the pc a month or so ago. Updated the amd drivers constantly, clearing cmos doesn't seem to help either. What I've noticed from messing around with it is that the PSU makes a really small buzzing noise whenever it's plugged into the wall, doesn't matter if it's turned on or not, it makes a buzzing noise.
