CPU not runnnig at max frequency in stress test

Hi I just got a q9650 which has a max frequency of 3GHz (OS: Windows 10)
when I ran a stress test, MSI afterburner showed all 4 cores using 100%
CPU-Z also showed the current frequency was about 2993MHz which is fine.
however task manager showed that it was only using about 90% at 2.72 GHz even at the max 9x multiplier.
Can anyone tell me why this is happening? Shouldn't the processor be using 100% a 3GHz in task manager?
 
Solution
Cpuz is pretty much the best and most trusted software. Even my HW monitor gets my clock speed wrong. Itll show my cpu speed about 100mhz faster than what its actually at.

Task manager doesn't report the correct clock speed. my i7 3830 clocked at 4.625Ghz shows as 3.80Ghz in task manager. There is no fix that I know of.
