You might get a slightly different recommendation for the power supply, and...
Do you already have the motherboard? I do not recommend buying an FX-8350 + board in 2016, as it's 4 years old at this point, but it if you already have a motherboard for it, it might make sense as an upgrade.

The Hyper212 EVO is an adequate cooler for the 8350.

Roughly this:

i5 6500 - $200
Gigabyte B150 motherboard with 4 RAM slots - $60
2x4GB DDR4 2133 or 2400 - $25
EVGA or Seasonic ~500w PSU - $35
Any cheap case - $40

Total ~ $360

I could pick out some exact components on PCPartPicker if you'd like.

You might get a slightly different recommendation for the power supply, and the case is entirely your choice, but the motherboard, processor and RAM are solid picks.
