Recommended Specs For Game Design

I have recently began to design 3D VR games for PC. I have done some upgrades to my PC but it still takes ages to boot Unreal 4. Is there anything I can do to improve my performance (I'm on a budget).

System Specs:
OS: WIndows 10
CPU: I7-4770
GPU: R9 290
HDD: 1T 7200 RPM
RAM: 12GB DDR3 1600 mHz
Motherboard: Standard Motherboard for Dell XPS 8700 (I Know Its Bad)

Ummm... Have you not heard of Solid State Hard Drives? (SSD)
(That would probably make the biggest speed difference for you. Also, the most cost effective speed increase as well.)

Other than that... Your ram is running in single channel mode instead of Dual channel.
Dual Channel typically translates to 8GB (2x 4GB), 16GB (2x 8GB) or 32GB (2x 16GB)
What is your RAM Dimm setup? (3x 4GB ???) or (2x 4GB and 2x 2GB ???)

And a GTX 1080 might prove to be significantly faster. (Fairly spendy [if you ask me])
