Solution

Yea 70% would be fine, Just don´t pour the Bottle on the CPU  pour a bit on a coffe filter or any kind of soft paper cotton. Than clean the first crust of dry thermal paste. take a new clean cutton and do again until your processor is shining like a coin.

PS: Do not flip your pc or remove the CPU from the Motherboard!!!! Just lie your pc on the bed or a towel to avoid scratching the side...

Yes you can and should use ethanol-Alcohool to clean your CPU as long as it´s at a high percentage. like 75% and above.
you can use aswell Q-tips to acces harder parts, and Coffe filters. Be advised there are some mini resistors around the processors, go easy on it.

Short answer : Yes you can yous ethyl alcohol

Although i'm a bit worried that it might penetrate into the cpu if you use a bit too much. I would recommend using alcohol swabs and clean it with them while you hold it upside down. Beware where you touch it though, you don't want to damage it

Alcohol would just evaporate if it would even be able to get any where near the CPU die. Turning a machine upside down o_O  is this some kind of joke ?
Using alcohol swabs would work but again need to be high enough.

Sorry i forgot to mention to get the cpu out first and then using swabs, not the whole machine of course. Also since i dropped a bit more alcohol on the chip while repairing a friend's computer, i had to buy him a new mobo because most of the alcohol went there (that's just an extreme case, i dropped like a WHOLE LOT of it, and since then i use swabs, they are more convinient aswell :3 )

Just lie your pc on the bed or a towel to avoid scratching the side panel and from there you go with you lightly wet cottons and that´s it. To re apply the thermal paste there is millions of ways, I like to make an rice drop on the middle I find in my opinion the easiest and effective method. I do actualy still apply 5 slightly smaller dot on the ends of the cpu so the corners are aswell covered, but care not to apply to much. Good luck
