Problem Graphic Card or PSU or Memory?

My Specs:
Intel® Core™ i7-3770 Processor (8M Cache, up to 3.90 GHz) with Custom Cooler (Bigger)
RAM: 12GB 1800mhz (i think)
500W PSU
NVIDIA GTX 550TI (Update lastest drivers)
Case with 5 Led Coolers 120mm
All cables new
1 HD 500GB
2 HD 300GB
Windows 10 64bit

Problem:
Sometime ago i was on games/Photoshop/premiere all perfectly, GTA 5 on 1080p at 45fps, League of Legends ultra at +60fps, Minecraft +60 fps (with shaders mod)
and everything went fine (coolers working, MSI Afterburning showing speed and temperature)
Now i was at League of Legends at 9 fps (low) and everything (even my firefox) was freezing, MSI Afterburner showing temperature of 30º and coolers at minimum (40% speed)

Basically, When i use the GPU it dosent increase temperature/fan speed and acts as if it was not using the GPU
I did a stress test and it freezes my computer, but i dont belive on this test...
i think could be a bad memory or maybe the 550ti, but i don't know any good way to test it
