Running very slowly after hardware upgrade and fresh Windows install

I've completely replaced my motherboard, CPU, and RAM. And I'm still using my Geforce GTX 780 and my 750W PSU.

MOBO: Gigabyte GA-170MX-Gaming 5
CPU: i7-6700K LGA 1151
RAM: 16GB Trident Z 3200MHZ DDR4

I've just done a fresh Windows 10 install. Everything was working fine for about half an hour. Then all of a sudden during my download of Overwatch, the whole thing slowed to a crawl. I could quickly swipe my wired gaming mouse across my mousepad but it would take the system about 5 seconds to show that motion on screen. That is pretty bad.

1. I restarted and it is still the same. REALLY slow mouse movement. Even the touchpad built into my wireless keyboard is really slow as well.

2. I tried another fresh Windows install. Really laggy mouse movement and slow OS.

3. Tried a fresh Windows install on a different hard drive. Still the same.

NOTES:
1. I have also been experiencing occasional crashes.
2. Sometimes after a restart, the mouse and system will be seem perfectly fine, but after a while it will slow to crawl again.
3. Mouse movement is ridiculously slow, but typing seems to be fine
 
Solution
From the description of the problem, the video card is not being pushed hard at all when you experience it. Assuming that you have the card properly installed and the drivers are also up to date, it sounds like the card has failed.

From the description of the problem, the video card is not being pushed hard at all when you experience it. Assuming that you have the card properly installed and the drivers are also up to date, it sounds like the card has failed.
