Intel HD 4600 Stuck at 600MHz in game, but 1200MHz when stress testing

Using Intel XTU and when i run a stress test it clocks to 1200MHz, although it is set to 1400MHz.

IGP is running at 55c under load, CPU is running at 37.

Trying to play Dawn of War but it's just lagging and sticking to 600MHz.

Tried throttlestop 6.00 to force it to stay at at least 1200MHz but it's not doing anything either.

Any ideas what is going on here?

Normally there is power settings in the Graphics settings menu but I can't see any.

How do you know your game is wanting to use more than what you think is the "stuck" amount. Stress tests place the max insane amount of pressure and normally attain much higher stats than we can expect in the real world. Just because it does not reach those dizzying heights in reality, don't assume it's a limitation of the hardware.
And are you certain that this is not a duel core? 600 is exactly half of 1200.

as far as I'm aware it's an integrated gpu, not a dual core. it is throttled to 600MHz in game and boosts to 1200MHz in tests, maybe it isn't being stressed enough but if that's the case then how is Dawn of war only running at <20fps when the igp should be aiming for 60? Even if it isn't strong enough to achieve this frame rate, it is still the aim of any GPU.
