Only 16GB of 64GB usable memory

I just built a new computer and am having an issue I've never had before. I have 64GB of ddr4 across 4 sticks, all installed on the left side of the motherboard (x99 sabertooth) to make room for the air cooler. In the BIOS, it reads all 4 sticks as 16GB no problem. Windows also reads 64GB, but will only allow me to use 16GB of it. I've tried the msconfig fix where you set the max amount of RAM to no avail. Anyone know how to fix this?

That's why. Windows 7 Home Premium is limited to 16GB *

Windows 7 Pro will allow you to use up to 192GB (as will Ultimate & Enterprise)*

Windows 8 (non Pro/Enterprise) will allow you to use 128GB, Pro/Ent can run up to 512GB*

Windows 10 Home can use up to 128GB also, with Pro/Education & Enterprise version using up to 2TB*

On x64 of course. x86 is capped at 4GB regardless of the OS version.
