Internet throttling until pc reboot

Goes from 180mbps to 1.2mbps until pc reboot. I am using an ethernet cable. Id like to say I redownloaded windows 10 with a new ssd and key so there are no viruses to complain about. Its not the modem or router because other items are unaffected. I also replaced modem and router, I have comcast. Its not stuff downloading because other stuff in the background downloading is affected and before going from windows 10 home to professional it was fully updated. Also its not memory loss because I checked into that.

If anyone else has this problem and fixed it lmk. I have some slight suspicion its the windows 10. Dont post if you have the problem theres no room for spam. If you have the problem and can confirm your using the same programs and its causing the problem please post.

My steam freezes the pc every now and again so it could be having issues with windows 10 and causing it. It use to work fine until I moved cities in june so unless an update happened after that date that seems to cause problems I can conclude steam isnt it.

That would leave my isp. I went from charter to comcast when I moved in June but no other item is affected wirelessly.

I've seen this topic many times before and it's never been solved so I would like to finish it here so others can say its solved. Ive seen some stupid answers before and it just fills the thread so I just want unquie ideas other than "restart modem, stuff is downloading in the background, memory issue". Ive deducted a lot of things out pior to answers that I mentioned above.

Lastly since I moved and had this problem occur after the move. I wonder if its a network error between my pc and the router or even a firewall slowing my internet speed.

Do you have ASRock XFast installed? That traffic shapes your computers bandwidth down to almost nothing in order to maintain low pings. Many cases of high pings are caused by users running all kinds of crapware and not knowing how much bandwidth you have, they assume some low amount like 1.5Mb/s.

Ok, that was quite hard to follow - you might want to use paragraphs there when you change topic.

Are you dealing with Wifi? Or ethernet? If Wifi, what adapter are you using?

Are your drivers up to date? Did you install your network drivers yourself? Or let Windows handle it.

Drivers are up to date. They were on windows home on a different ssd as well. I first let windows do it than checked it than tryed myself to update than downloaded driver booster to check it for me. Also hardline

No killer nic. I havent installed any so called gaming increased performance software other than what comes to update the gtx 970 and 1070. I just switched cards but the utility software is the same as the 9 series.

I had a zotac 970 and now have a asus strix 1070, 5820k cpu asrock x99 motherboard if that helps at all.
