6900k stuck at 4.0 ghz

I have a 6900k on an x99 sabertooth and can't seem to get my turbo boost to let the chip go above 4.0 ghz. I've raised the current limit to the cpu and set the voltage to 1.3V and max multiplier to 43. Is there something I'm missing? Right now it just boosts to 4.0 and stops.

Did that, no dice. I just gave up for now and and am leaving it at 4.0 for the time being. Not like the performance difference between 4.3 and 4.0 is worth pulling my hair out over.
