I was looking for a new build ,and I was wondering if a monitor brand / features would effect my gpu performance. Like hypothetically if i were to get a Asus mg278q ,and i had a gtx 980 ti. Would there be a bottle neck because of AMD free sync?

No, the brand of the video card won't matter. Basically, card makers buy the GPU chip from nVidia or AMD (in your example, nVidia.) So the brand of the card would not change the GPU. If you use a GTX 980 ti, it is just not going to use AMD freesync, but that won't create a a bottleneck. I didn't check out the monitor, but there is an nVidia version of freesync called G sync, if the monitor supports it. That's what that card would use.
