Setting voltage for overclock

So i recently got a new motherboard(Asus maximus VIII Hero) and i'm running into an issue with setting a manual voltage for the CPU. I have it overclocked to 4.6Ghz and i originally set the voltage to 1.34v. Now i didn't notice at first, but this didn't actually change the voltage because it was showing as 1.36v in CPUz and on the sidebar on the right side of the bios menu. It would jump up to 1.376v sometimes when running a stress test. My question is why did me manually setting the voltage, not actually change anything? I've turned off SVID to no avail. Anyone have insight on what i'm doing wrong?

For some reason, the voltage wouldn't change after i changed it and it wasn't fluctuating anymore(like when the computer was idle, it stayed at 1.36). So the first thing i did was reset the Bios to default and restart, just to make sure i didn't mess with a setting that wasn't allowing me to change my voltage. After setting everything back up at 4.6Ghz @1.34v i went to stress test and check things out(i couldn't really find the voltage in intel tuning utility because it just said "Default" under voltage).

The voltage seems to have actually changed now and at idle it sits at 1.344v. But the odd thing is, when i start up a stress test with asus realbench it drops down to 1.328v. It was unstable 10 minutes in. I'm wondering why it's dropping during a stress test. Is that due to my Load line calibration setting?
