Memory can't get to supposed frequency.

Parts:
Motherboard = Z170A Pro Carbon
Ram = Corsair LPX Vengeance 2 *8 White edition 3000mhz
CPU = I5 6600K (with cooler)

First of all, when I booted up into bios, it said my memory speed was 2.1333 ghz. SO confused, I tried to change to 3000mhz in the bios settings, but the screen flickers and it restarts a couple of times randomly in the beginning. and the screen then continuously flickers. ( I haven't installed GPU or OS since i don't have my SSD yet) What should I do? Faulty RAM?

Because you need to add a small OC to the cpu or bump up the dram voltage in the bios by 0.005v. The memory controller is part of the cpu, and it's not got enough juice to push 3k ram. It needs more. Setting xmp does nothing but set the timings and speed, not the juice needed for those timings and speed.
