Networking: Latency issue with single pc in domain.

Hello, I am hoping that someone out there can help. I work for a company, and while I am not an IT guy, I work with another guy "who knows a bit about computers". Our issue is, this: The president's pc seems to be having random issues such as:
1. when using outlook (office 365) she gets the spinny circle when she is trying to delete some emails, or send them.
2. file transfer rates from and to her pc seem to take significantly longer then they normally do all day.

These issues seem to start around 5pm, and last for only say 20 sec. These don't even happen daily. However it's enough of a nuisance that the president want's it fixed.

I have run malware scans to make sure that isn't the issue. (clean). Re-booted, still happens.
performed file transfers from inside their network from 5-6 and havan't seen any issues.
I contacted the ISP to have them moitor the external use of the circuit. They say the utilization from 5-6 is around 5%.
I uppped the ram on the file server.
The one thing i did notice, is tere are alot of iscsi errors on the event viewer, but they are for all day. Not just for the 5-6 time frame.

Any help, or if anyone knows any tools that could help I would be very appreciativel
 
Wired or wireless? File transfers from what and to what? Is the email hosted outside your company? Any issues with anyone else like this? If it happens the same time all the time, there may be an issue where someone is running reports or backups at the same time. Did you try a different computer on the same connection?

This is a wired connection. For her slowness the transfers from and to her pc from a project drive on the pc. Email is office365 (outside). no one else complains at this particular time.

I checked the backups and they don't run till 11pm. Yes someone may be running reports, but the lan should handle significant traffic.

Only thing I haven't done is tried a different pc there. I guess I could try that, but I would need to get a new pc. Install all the docs, and applications.

It seems like it's her pc, but there are a lot of iscsi errors on it's interface.

any help where to start, or if there is a program I can use, that would bd great.
