Solution
Are you talking about the power block on the picture you posted.

Or the small plastic black band just above it.
If it is the small plastic band you are talking about.

It is just a zip Tie used to keep cables together, a cable fastener.
Just cut the the thin plastic band with some scissors or pliers on it.
Being careful no to nick any of the wires of the cable bundle.

Click on the picture link bellow to see what a zip tie looks like.

For the love of God don't cut it!

That's a spare bit that allows you to use an 8 pin GPU, you currently have a six pin GPU installed.

Looks like you don't have a modular power supply so that's why your cable management is....different.

But just leave that cable, it looks like it's connected properly so it should be alright...

Can you further describe when your computer stopped working? did it go bang? Did it just randomly not switch on anymore one day? :)

Are you talking about cutting the cable tie that you have circled in your first image? I would use wire cutters like these:

I thought you meant the actual cable! Sorry about that :D

But with that zip tie? no problems :)

You should be able to just fit a small pair of scissors under it no? Should be able to move the tied cables to make a little gap to slide the scissors inbetween and cut the tie :)
