What is your total budget you can spend? Can you buy in the US?
Or are you looking at those two particular used cards?

The minimum size PSU recommended for the GTX 680 is indeed 550W. The low-end Corsair VS might be marginal, but should be OK.

The 680 is the stronger card. The CM G550M isn't a bad unit, there are plenty worse. While I'm not a fan of any psu with CapXon caps, it does come with 5yr warranty, so if you do get that psu, fill out the registration. You'd be replacing a CX430, so, well, there ya go.

Yes, it should run a gtx970/980, gtx1060/1070/1080, Rx 470/480. I'd not use it on a gtx980ti though.

Honestly, you'd probably run into issues with bottlenecking with anything larger than the gtx680. While still a decent cpu, the 2400S is getting long in the tooth and it's 2.5GHz will struggle with more than a few of the newer releases, and those yet released.
