Solution
Did you follow the instruction manual exactly when you hooked the case wiring into the motherboard? Chances are good that a wire got crossed or not plugged in.

Also check and make sure *ALL* standoffs are used - one not used and something could get underneath and cause a short out.

What exactly are you plugging in while its on? I would personally take the power supply out, plug it into the wall, short the green pin to ground, and use a multi-meter to check the voltages. If it's a normal power supply, the yellow cables should have +12V and the red should have +5V. If the votages are correct, then the power supply either isn't supplying enough current to power the computer or something else in the computer is shorted. Also, does your power supply have a 120/240v switch in the back? If it does, make sure it is set to the correct voltage that you're plugging it into. Other than that I would just try turning it on without the graphics card, to eliminate it from the possible problems.

If all of these things fail, I'd just get an old computer, put the power supply in, and if it doesn't work, then its broken.
