100% RAM usage when trying to play just cause 3 with new graphics card

I just installed my new graphics card (from GTX 960) into my machine and when I try to run Just Cause 3, my ram usage starts going up to 100%. So far this seems to be isolated to just this one game but can not seem to find much information on why this is happening. Even If I kill the game the ram space is not recovered and the only way to get it back is to reset the computer. This process does not happen slowly, Ram will fill up to 100% within 10s. If I do not kill it in time, then the game will crash giving an error and the computer will run terribly slow until I restart it.

In use: 14.6GB
Available: 1.4GB
Committed: 16.1/20.0GB
Cached: 947MB

I checked using resource monitor and it shows the justcause3.exe slowly build up in memory. I'll do a memtest tonight and give the results tomorrow.

Finally found the fix. Go to steam and verify integrity of game cache. I don't know why this worked when reinstalling the game would not. Maybe through steam cloud it re-downloaded a corrupt file. I don't know but here is the a solution if anyone else has this problem.
