i am planning to build a new system for gaming and general use i still didn't make up my mind about the monitor, according to my budget it will probably be( LG 21:9 29" 2560 x 1080 display or 1440p 25" or 27") with freesync, according to the prices here in russia the rx 480 and gtx 1060 6gb are about the same, and i have also found a used r9 nano for the same price of gtx 1060 and rx 480, am puzzled hope you can help me out

what is the deal with the used R9 nano? if you can test it before you buy it, you should get that, as that is better than a 1060 and a 480 especially if you ramp up the fans a bit. also free sync is AMD, so you would want an AMD card. I would go for 1440p, as free sync smooths stutters decently, and thus were you to run into some at high settings, they would be minimized, and then you have a nice 1440p monitor for the future.
