In the real world, no. Employees will be checking Facebook, watching YouTube and using the Internet for personal reasons. What happens when a third of the workforce take lunch and all jump on the Internet at once?
The other issue is what else the Internet connection may be used for; web servers, FTP, remote support, etc. That 2Mbps connection will come back to bite you in the arse very quickly.
Of course it depends what they are doing. Just to sync calendars through iCloud would be OK. Any kind of web access, a couple of people and it's already maxed out.
Whether it's fiber or something else is really irrelevant. Would you pay more for 2 mb fiber vs 10 mb copper? Fiber is just one of those marketing thing they throw at you to get your tongue to hang, that's about it.
