Conflicting cpu speeds

It could be the turbo feature of an Intel chip. If you also tell us at least the make and model of the CPU you might get more help. There are multiple ways to disable the turbo feature and force it to run at its max speed all day long but there are power options in place which throttle the PC when necessary. No reason to have a car at full throttle if it's only going 5 miles an hour. A CPU will constantly change speeds according to its needs unless the user changes things.

I've got an i5-4690k Which i am trying to get to run at 4 Ghz and my mobo is an MSI Gaming 6 Z97.

 


The max speed is 3.9GHz. You would need to manually overclock it in your BIOS. Simple change of the multiplier from 39 to 40 should do the trick. As you can see my CPU is sitting out on the patio at only 800MHz, relaxing with it's friends GPU, RAM and the rest of the gang https://postimg.org/image/tuijs39ir/ . Should I change my Power Option to High performance it would never be able to relax and the speeds would always be at ~3.9GHz https://postimg.org/image/jlq2m9lgz/ Your 4690K is behaving normally.
