GPU Overclock isn't working?????

Hi,
I have an AMD R9 280, i know its not the best but it's what I've got. A while back I overclocked it past the factory boost: info here for the card vvvv

Sapphire Radeon r9 280
Base Clock: 850MHz
Boost Clock: 940 MHz
My Overclock: 1100Mhz
Base Mem speed: 1250MHz
My Mem overclock: 1350MHz

My overclock was fine. Stress tested to the max and working fine until today. I boost up my PC and a few hours into witcher 3 I alt-tab into afterburner to see that my gpou was only hitting 850Mhz core clock and 1250 memory clock...
even though clearly my settings say otherwise..

I checked some ovbious things first like possible power mode (on high). i updated the driver and reinstalled afterburner to find no change. I'm not sure what to do.

someone told me that AMD cards even though have a "certain" clock speed, may not be able to reach that clock speeds in all situations. I am not sure how true that is, but maybe that's all that there is. What does afterburner say when you are just idling?

No I dont think that is the case.
ideling it is down to 300Mhz core and 150Mhz memory. It seems to have two settings, idle and load, there is no fluxuation. Issue is, when it is under load somethings making it stop at base clock instead of my overclock.

I'm in the proccess of reinstalling windows now. I've been wanting to do it for a little while but haven't and now have a better reason to.

I would run a stress test before doing all reinstall. just to check what the card does during that load

underload it only hits 840Mhz even though settings say it can go up to 1100
