New DDR4 RAM showing vastly different CL than advertised

I bought a kit of 2x8GB DDR4 RAM (Corsair Dominator, CMD16GX4M2B2400C10). According to Corsairs page about these (link) they should run at CL10, which to me was mindblowing because most DDR3 wouldn't run that low. I got them solely for that, I was so excited I even sacrificed my CPU-cooler that would no longer fit with these modules in.

In BIOS I upped the MHz to 2400 instead of the default 2133, but I'm amazingly confused about the other settings for the RAM, I can change exactly everything, and there's probably 50 different things... the motherboard I'm using is 'Asrock Fatal1ty Z170 Gaming K4'.The CL was set to 15 in BIOS which I thought was wrong, but I didn't dare to change anything. When I booted into windows I run CPU-z that says the RAM runs at CL17.

CPU-z reports:
- FSB 1:18
- CL 17
- tRCD 17
- tRP 17
- tRAS 40
- tRFC 396
- CR 2T

So, why do Corsair say they run at 10, when BIOS says they run in 15 and CPU-z says 17? Nothing adds up, what must I change in BIOS to make them run at CL 10? I'm assuming cimply changing CL to 10 won't do, I'm sure I have to make all other numbers follow somehow.
