Looking to start streaming, need help with pc upgrade

So I'm looking into streaming soon, and I've been trying to set it up but I keep running into quality issues so I'm wondering if it's just a PC problem. I'm not the greatest with pc parts and figuring out what is compatible and what is better or more worth the value, so I figured I'd ask here. I'll list my parts below:

I'm running two monitors, one with a 1920x1080 res 144hz, the other 1280x1024 60hz.

I got the GPU about 6-7 months ago (right before new ones were announced :()but all the other parts have been in the pc for 3 to 4 years now. Also, I notice that whenever I do run into problems my CPU is maxed out in the task manager.

I really don't have a budget, but if you could let me know what is most in need of upgrading that'd be great.

To clarify I use the PC for mostly gaming and video editing. If I do start streaming, it would be games such as League of Legends and Counter Strike, but I'd still like to be able to run newer games easily.

If you need any more info on the PC or anything else just let me know :)

 
What do you mean by "quality issues" ? Generally with streaming, you pick a fixed quality and the problems you'll typically run into are that it may or may not cause low FPS, if your hardware isn't fast enough to maintain the stream and your game at the same time.
 
Usually for streaming and video editing it is recomended an i7 so you can try to put a 3770k on your motherboard and overclock the hell out of it and you will be able to stream and play easilly. Also another 8GB of ram would be recomended. (you already got 2x4 you just put another 2x4 so it would be 4x4)

Quality issues was probably the wrong term there but basically my computer will show that I am at 150 or so fps ingame, but it will be choppy to a point around 30 fps. I'm just not sure if I'm setting it up wrong and maybe it converting the higher fps to the 60fps stream is messing it up, or it's just a computer problem.
