So I'm looking into streaming soon, and I've been trying to set it up but I keep running into quality issues so I'm wondering if it's just a PC problem. I'm not the greatest with pc parts and figuring out what is compatible and what is better or more worth the value, so I figured I'd ask here. I'll list my parts below:

I'm running two monitors, one with a 1920x1080 res 144hz, the other 1280x1024 60hz.
I got the GPU about 6-7 months ago (right before new ones were announced
)but all the other parts have been in the pc for 3 to 4 years now. Also, I notice that whenever I do run into problems my CPU is maxed out in the task manager.
I really don't have a budget, but if you could let me know what is most in need of upgrading that'd be great.
To clarify I use the PC for mostly gaming and video editing. If I do start streaming, it would be games such as League of Legends and Counter Strike, but I'd still like to be able to run newer games easily.
