Need help; MOBO or CPU?

I'm building a new PC and I bought an ASUS z97 MOBO and an i7 4790k (both compatible / lg1150 slot). I originally put my 16GB of Kingston HyperX 1866 RAM in, my 970ssc GPU, ASUS wireless card & soundcard. CPU, case, Power Supply and GPU fans all running, no blinking lights or noises. But my CPU led on MOBO won't show. So I removed everything to MOBO and tried booting from it versus my GPU through DVI. My battery light and 24pin led are coming on but not my CPU led. Does this mean the MOBO or CPU could be defective? I also heard some MOBO's don't run without ram at all. I have compatible RAM as the Kingston is older and used in my previous build. I purchased Corsair Dominator Platinum 16GB 1600 ram just to be sure. Awaiting that to arrive I also sent for a replacement on both my MOBO and CPU in case the ram doesn't fix the problem. Anything you guys can help with would be greatly appreciated.

At start up the battery red light near bottom stays red, the CPU light is red but after not even a second it turns off and the 24pin light comes on. And yes the 8pin CPU is secure in MOBO.

I didn't try every combination of RAM but I've tried both in and none at all and 1 instead of both. It's 2x8 gb. But I have new ram on order that is on the QVL approved list for the MOBO. As I've used this RAM I have now for my last custom build.

Will do. Just got to work. I've come to the conclusion is a fault MOBO or CPU, or my old ram doesn't work with the MOBO as some ram doesn't like some MOBO's. Once new RAM gets here and if it doesn't work I'll have to return my CPU then MOBO if it doesn't work, as something is defective it's just hard to say what. Heck my PSU cords could be bad as well, but unlikely. Once I test out everything above I'll resort to getting a new PSU.

I just returned both CPU & MOBO. I'm almost positive my MOBO came to me defective, the pins in the CPU slot were messed up and sticking out somewhat. So once I get my new board I'll let you know.
