Unstable CPU Speed

Dell laptop
intel core-i5200u cpu @2.20 GHz
8gb ram and 64-bit OS
running updated windows 10

i have this problem just recently where my every thing just constantly lag(lag spikes). when i play all my games the fps would go from 60 to as low as 12 fps alternately 1-3 seconds interval. even just typing and watching youtube videos (none gaming stuff) and sometimes theres some crackling sound when its slowing down wether using headset/speakers.

-unparked cores N/A
-did test my core temp and it was fine
-scanned for virus and it was clean
-did reset my pc to make sure theres no virus but after the reset the problem still exist

i did a stress test on the cpu and throughout the test it was stable at 100%, but when i start playing any game or just do anything-- the instability is still there. cpu speed from 2.51ghz to 0.46ghz and it just goes up and down from those points in 1-3 seconds alternately.

i need help...

The hard drive shouldnt affect game performance but it is possible. And Decends. He did a clean install of windows to make sure theres no viruses so thats ruled out.

Download HW Monitor and run it while gaming and see what the max temperature is for the CPU and GPU. It could be getting too hot and throttling

Go into windows power management and set it to High Performance and test again. It could be lagging for when the game requires some cpu power but the cpu isnt catching up to speed in time which would be causing low fps

ive tried maxing out the maximum processor state to 100% both in plugged in and battery
and it didnt work

-the lag doesnt just happens while playing games but in the whole system in general(fisrt time ive encountered this problem)
