I'm looking to build a gaming pc with the new Pascal architecture and since the GTX 1080 is out of my price range and i'm planning on playing in 1440p that leaves me with the GTX 1070 but would a i5-6400 bottle neck it in SLI
The i5-6400 has 3.1 to 3.3GHz Turbo Boost.
This is not a bad option for your 1070 sli.
But if you are thinking about SLI chances are you already get a Z170 motherboard.
The best option is just buy the i5-6600k.
The overclock path is the way to go in a high-end 1070 SLI build.

If you can't afford a 1080 how will you afford to SLI a pair of 1070's?
Also a single 1070 is more than enough at 1440p. It will not bottleneck a 6400.
I think any i5 will bottleneck GTX 1070 SLI. A single GTX 1070 might be alright, but two in SLI will be struggle.
That is why I asked what the refresh rate was. 60 Hz, 120 Hz, 144 Hz...
At 60 Hz, you'll never need the 2nd card.
