in that case, pretty much... no?
The more you try, the more it will likely break, especially if it is at that "cannot access at all" point.
if the files are important enough (starting at 100 or so for cheapest I find, countries/companies will differ) Data recovery companies can usually work miracles as far as recovering data goes.
Simply said, there are bad sectors, You are being warned that sooner or later the drive might break completely. (the raw value is in HEX, meaning 2008 bad sectors) if the raw value stays same, it is kind of "stable" and might work for years. if it keeps rising, it'll break faster.

In any case, backup important things and prepare to replace the disk.

Edit: As said in wiki: https://en.wikipedia.org/wiki/S.M.A.R.T.
Count of reallocated sectors. The raw value normally represents a count of the bad sectors that have been found and remapped. Thus, the higher the attribute value, the more sectors the drive has had to reallocate. This allows a drive with bad sectors to continue operation. While primarily used as a metric of the life expectancy of the drive, this number also affects performance.
