My Custom PC turns on but wont turn off unless with power switch also there is no display

Does it turn off if you unplug it? Kidding.....
However we need more info. Do you have a video card, and is it enabled in the bios? What happens if you plug into the onboard HDMI output.
Also it would help a lot if you give us model of motherboard and such.
