Like the title says my multiplier in cpuz is fluctuating between 7-20.5x i changed it to 20.5 in the bios to get a 4ghz clock speed from the 3.5ghz, im just curious if i should be worried about this? Kinda bugging me not knowing.

I don't know if your motherboard has a temp reading on your VRMs, and if someone else has an opinion I'd definitely recommend they give it.
IMO, this sounds like your motherboard is throttling your CPU to protect it's VRMs. What happens if you return it back to stock?

Also, as another thought. A 6300 turbo boosts to 4.1GHz. Reset your BIOS to default, turn on turbo boost, and see what happens with Prime 26.6 and HWmonitor.

If you want it to stay always on at 4GHz (which I don't see why you would, it'll automatically clock itself up when you want it to do something strenuous), you need to go set your BIOS settings correctly. I believe you need Cool N Quiet off, and possibly some C states...? Been a while.

Do you have turbo boost enabled?
That wouldn't explain why you're getting a lower clock than the rest of your cores, but it could explain why you're getting a separate clock... The other explanation I would have would be VRM temps. Looking at your motherboard, you have no VRM heatsinks, and you only have a 4+1 power phase. So, while your CPU might be fine at those temps, your motherboard is throttling your CPU back to keep itself from burning up.
