There are two differences.
The physical interface, 2.5" SATA vs. m.2
The data interface, SATA vs. PCI-e.

An m.2 drive can be had in either SATA or PCI-e.
A SATA m.2 drive is the same speed/performance as a regular 2.5" SATA drive. Just in a different package.
And depending on the motherboard, the m.2 SATA drive may suck up 1 or more of the regular motherboard SATA ports.

A PCI-e m.2 drive is significantly faster, and significantly more expensive for the same size drive.
